The City of Beachwood announces it has entered into the preliminary stages of a development agreement with the Orlean Company, Payne & Payne, and Heritage Development for the proposed residential redevelopment of the former Fairmount Temple site at 23737 Fairmount Boulevard.
A Letter of Intent (LOI) has been signed by both the city and the development team, initiating 60 days of exclusive negotiations. This LOI serves as the framework for drafting a formal, legally binding Development Agreement that aligns with the city’s vision for a high-quality residential neighborhood on the historic property.
The proposed redevelopment plan includes the construction of no fewer than 80 homes, primarily single-family detached units ranging from 1,800 to 2,300 square feet. These homes aim to support long-term accessibility with features such as first-floor primary suites, laundry rooms, and minimal steps — making them ideal for aging in place. The city is also prioritizing home-purchasing opportunities for current Beachwood residents, to the extent legally possible, highlighting its commitment to serving the community.
“This milestone represents a major step toward transforming the Fairmount Temple property into a thoughtfully designed, age-targeted residential neighborhood that meets the needs of Beachwood’s current and future residents,” said Mayor Justin Berns.
Ken Lurie, Principal of The Orlean Company, added, “This is an exciting opportunity to bring lasting value to Beachwood. Our team has deep roots in this community, and we’re honored to reimagine the former Fairmount Temple site with respect for its history and significance.”
As part of the agreement, the developer will establish a dedicated legal entity with the financial capacity to complete the project and will reimburse the city for all project-related third-party expenses.
The city will share more details as negotiations continue and the formal Development Agreement is finalized.
Following the issuance of the Request for Qualifications (RFQ), the City of Beachwood seeks to advance its vision for the redevelopment of the Fairmount Temple property through a high-quality residential development. The city will partner with a qualified development team that will acquire the property, complete demolition of the existing structure, and lead the full development process from design through construction. To support a successful redevelopment, the city has issued a Request for Proposals (RFP) to collaborate with the selected developer to modify zoning regulations as necessary. The RFP reflects the city’s objectives by including a thoughtful conceptual site plan, preliminary building designs and unit configurations, and a realistic project timeline.

Beachwood Releases RFQ to Attract Qualified Developer/Builder
The City of Beachwood announces the release of a Request for Qualifications (RFQ) to identify a qualified residential Developer/Builder partner in transforming the Fairmount Temple property into a dynamic, age-targeted residential housing community.
This project culminates significant planning, community engagement, and strategic investment. In June 2024, Beachwood purchased the 17.5-acre property for $8 million and prioritized listening to its residents. Community surveys and forums supported the development of residential housing. This feedback shaped the city’s vision for an age-targeted community that balances modern living with thoughtful design.
Through this RFQ, Beachwood seeks a partner who shares its dedication to excellence, innovation, and community-driven progress. Together, we aim to create a legacy project that meets today's housing needs while positioning the city for a strong and sustainable future.
Community Engagement Forum - November 7, 2024
We would like to extend our sincere thanks to everyone who participated in the recent Community Engagement Forum regarding the future use of the Fairmount Temple property.
With an impressive turnout of approximately 80 residents in person and an additional 75 joining virtually, the event highlighted our resident's interest and commitment to shaping the future of our community.
We’re pleased to share that, as mentioned during the forum, the video recording and PowerPoint presentation are now available for review. This allows those who could not attend, as well as those who wish to revisit the discussion, to access the information presented.
The majority of feedback received was constructive and positive, and we are grateful for your thoughtful contributions. Your insights will be instrumental as we move forward with this important community initiative.
